Where can I learn how to make a web page?


I need to create a web page that allows me to upload videos, watch them online and make them available for downloading (im not looking for a video blog)

I dont know how to write HTML… but I can learn

I alredy tried google, im just looking for a recomendation because the all seem to be incomplete or complicated
